Polish Green Building Council (PLGBC) is a non-for-profit organization dedicated to promote sustainable design, construction and operations in the entire Poland. PLGBC aims to positively influence the Polish construction industry by promoting and implementing the rule of triple responsibility: environmental, social and economic. We intend to transform the design, construction and operations of buildings in the entire country for the overall benefit of all residents as well as all participants of the construction process.
The European Bank for Reconstruction and Development (EBRD) was founded in 1991 amid a new post-Cold War era in central and eastern Europe, to further progress towards “market-oriented economies and the promotion of private and entrepreneurial initiative”.
Uniquely for a development bank, the EBRD has a political mandate in that it assists only those countries “committed to and applying the principles of multi-party democracy [and] pluralism”. Safeguarding the environment and a commitment to sustainable energy are also central to the EBRD’s activity.
The EBRD serves the interests of all of its shareholders – 65 countries from five continents plus the European Union and the European Investment Bank – not just those countries which receive its investments (€9.4 billion worth in 2016).
Climate finance is among the key transition priorities of the EBRD. This is stressed by the Green Economy Transition (GET) initiative introduced in 2015, which aims to make transition to the market economy also a transition to a low-carbon economy. The GET sets targets for the Bank’s operations and seeks to increase the volume of green financing to 40 per cent by 2020.
The building sector is one of the biggest energy users in the region and is one of the key focus areas under the GET. Since 2006 when climate finance was first introduced by the EBRD Sustainable Energy Initiative, the Bank has financed more than €1.6 trillion for advanced energy and resource efficiency techniques in the building sector in more than 160 larger scale transactions, which resulted in the upgrade/refurbishment of more than 60,000 buildings in the region of gross building area of more than 25 million square metres. The Bank has developed and applies advanced and dedicated financing products for financing green buildings.
